SOP - Houses System

"Learn to Lead"

1.            General

Federal Government Educational Institutions (C/G) are entrusted to provide quality education to the wards of army personnel and civilians residing within cantonments and garrisons. In addition to the academic excellence, FGEIs focus on grooming and personality development of their students. Grooming & personality development is honed through Co-curricular & Extra-curricular activities. The competitors are organised to create a competitive environment to help the students to work together towards the ultimate objective of achieving a better society. Every effort is made to promote the habit of regular hard work among the participants in the whole gamut of academics, Co-curricular, Extra-curricular and character-building activities. The whole year long efforts are rewarded in the form of team/ individual prizes / medals, Inter-House trophies for Academics, Co-curricular and Extra-curricular activities.

2.            Aim

The aim of the SOP is to lay down procedural details for structured academics, Co-curricular and Extra-curricular competitions within institutions to explore and polish latent talent of the students and teachers through healthy and progressive competitions.

3.            Scope

The scope of SOP- House System is to organize the Co-curricular and Extra-curricular events at the same pattern in all FGEIs within the prescribed time period. This SOP will bring the uniformity in the system and inculcate the exemplary traits in the students.

5.            Institutional Core Committee

Institutional Core Committee (ICC) will be a neutral body to organise/ manage all Inter-house competitions above house affiliation. The following members will constitute the ICC:-

a.            Principal

b.            Vice Principal

c.            DPE / PTI

d.            Librarian

e.            1 x English Teacher

f.             1 x Urdu Teacher

g.            Head Boy / Girl (Schools / Colleges)

h.            President Literary Society (Student)

i.              President Sports Society (Student)

6.            Literary Society

Literary society is a student body at each institution, which works under the patronship of Principal and under supervision of Heads of Urdu/ English departments as follows:-

a.            Patron:                       Principal

b.            Supervisor:                English/ Urdu Teacher from ICC

c.            President:                  Senior student selected by patron in consultation with supervisors

d.            Literary Secretaries: One from each house to be selected / nominated by the
                                 House Master.

7.            Sports Society

Sports society is a student body at each institution, which works under the patronship of Principal and under supervision of DPE/ PTI

a.            Patron:                       Principal

b.            Supervisor:                DPE/ PTI from ICC

c.            President:                  Senior student selected by patron in consultation with supervisors

d.            Sports Secretaries:  One from each house to be selected / nominated by the House master

8.            Student Council

The student council helps share ideas, interests, and concerns with teachers and principals in the reforms of institutions. The following members will constitute the student council:-

a.            President:                  Principal

b.            Vice President:         Senior teacher nominated by Principal

c.            Members:                   House Captain of each house.

9.            Hierarchy of House System

The implementation of house system will be carried out through following chain of action.

a.            Principal. He/ She will ensure the implementation of House system in institution.

b.            Vice Principal. He/ She will be the custodian of SOP and will ensure its implementation within first 30 days of new academic year. He will nominate 4 x Senior teachers as House Masters in consultation with Principal.

c.            House Masters. House master will be responsible for all activities within his house. He will also prepare his students for in house competition. He will also coordinate with Vice Principal and his counterparts for in house competitions. Each House Master will nominate Sports Secretary, Literary Secretary and Discipline Secretary within his/ her House. The record of In-House activities will be maintained by the House Master.

d.            DPE/ PTI/ Lecturer (Health & Physical Education). He/ She will be responsible to arrange neutral Judges/ Referees and Implementation of sports rules issued time to time by FGEIs Directorate.

e.            English and Urdu Teacher. 1x English Teacher and 1 x Urdu Teacher will be part of ICC to act as judges in Co-Curricular activities/ competitions.

f.             Teachers. Teachers will be equally divided (similar in grades/ subj) into 4 x Houses by the Vice Principal in consultation with House Masters. They will assist House Master and provide mentoring to Sports Secretary, Literary Secretary and Discipline Secretary of their house for grooming/ preparation of students.

g.            Students. Students of Middle and Secondary Schools/ Colleges (HSSC only) will be divided into four houses named as Jinnah, Iqbal, Sir Syed and Liaqat as under:-

h.            Head Boy / Head Girl. One student will be elected as head boy/ head girl among all those students who satisfy the pre-requisite criteria from class X (in case of school) /XII (in case of college) on the basis of attendance and marks (more than 90%) in class IX (school) / XI (college) through Institutional Voting. Elections will be held once a year (Oct). Head boy / Head girl will be neutral for all activities/ competitions. They will assist Vice Principal in house activities. They will be wearing woollen sash of FGEI colour titled Head Boy/ Head Girl (Anx-B)

i.              House Captain. House Captain for each house will be elected through intra house voting once a year. In co-education institutions House captain (Boy) will be elected through votes of Boys and House Captain (Girl) will be elected through votes of Girls. House Captain for each section (Middle/ Secondary/ Inter) will be elected separately. House Captain will be wearing specific house sash (coloured cloth) (Anx-B). House captain will assist House Master and lead Sports Secretary, Literary Secretary and Discipline Secretary in execution of their duties.

j.              Vice House Captain. Vice house Captain for each house will be elected through intra house voting twice a year. In co-education institutions 2 x Vice House Captain (Boy and Girl) will be elected on the pattern of House Captain. The student got second position in house voting will be elected as Vice House Captain. Vice House Captain will also wear specific house sash (Anx-B). Vice house Captain will assist the house Captain in managing Extra-curricular, Co-curricular activities and Discipline matters.

k.            House Literary Secretary. House Literary Secretary will be selected by the House Master and will help the House Captain and Vice House Captain in managing the Co-curricular activities/ competitions.

l.              House Sports Secretary. House Sports Secretary will be selected by the House Master and will help the House Captain and Vice House Captain in managing the Extra-curricular activities/ competitions.

m.          House Discipline Secretary. House Discipline Secretary will be selected by the House Master and will help the House Captain and Vice House Captain in managing the discipline matters.

n.            House Prefects. 4 x students will be elected as prefects in each section of a class through intra house voting in the class on quarterly basis. In co-education institutions, 2 x House Prefects (Boy and Girl) will be elected on the pattern of House Captain. Prefects will have the arm bands (cloth) (Anx-A) of specific house colour. They will coordinate activities among their housemates of respective class.

10.         Implementation

House system will be implemented as follows: -

a.            Seven Flags (1 x Pakistan, 1 x FGEI, 1 x Institution and 4 x Houses (Anx-A) will be displayed at the assembly stage.

b.            Assembly will be conducted four days a week (one House each day) i.e. Monday to Thursday.

c.            Friday will be observed as colour / sports day. The students participating in sports events will come in sports dress and remaining students will come in institution dress. Last 2 Periods of a working day (preferably Friday) will be utilized for House activities which include selection, election, selection/ trails of teams, meetings, compilation of results and organisation/ planning for inter house competitions.

d.            The house competitions, events, activities and ceremonies will be arranged by students under the guidance of their teachers.

e.            The administrative arrangements including flags, badges, sashes, arm bands and trophies/ shields should be cost effective.

f.             The students falling in various houses will wear their house badges to distinguish amongst each other. The institution badges will be converted into House badges by naming, designing and colouring them specifically, as given at Anx-C. Magnetic base badges may be introduced. Badges will be purchased by the students, whereas sashes and arm bands will be institutional property.

g.            The Extra-curricular activities/ Co-curricular events will be conducted as per given schedule by ROs.

h.            During house sports/ Co-curricular competitions, the non-participating students will be supporting their teams as spectators.

i.              Position holder students of inter House Competitions will represent institutions in Regional/ All Pakistan competitions.

j.              The position holders (1st, 2nd, 3rd) of inter House Competitions will be awarded with certificates. Score of their positions will be counted for specific house trophies as per details at para 12.

k.            House master, secretary of winner team and the winner house will be awarded with trophies/ shields / certificates.

l.              Academic, Extra-curricular and Co-curricular trophies will be award for one academic year. The same will be awarded to the winner of next year.

m.           Students of overall Champion House will be allowed to wear the stripe “Champions - 2019” as part of uniform (arm or chest) for the next complete year till the time Champion House for the next year is declared (specimen given at Anx-D).

n.            Records/ Results of House competitions, complete in all respect shall be handed over to the Vice Principal by respective House master/ Organizer. The well performing students in Inter-house tournaments will be selected in Institutional teams.

11.         System of Allocation of Marks

Each year the houses will compete for various individual and Championship trophies. Allocation of marks for individual trophies and Champions Trophy will be as under:-

12.         Scoring Method

a.         Academics. The total weight-age of academics is 30%. The marks as under, shall be given to certain exams:-

b.            Marks mentioned in table will be allocated on the basis of total of average obtained by all the classes in a house. Average marks will be worked out as under:-

g.            Extra-curricular Trophy. The weightage of Extra-curricular activities will be 25%. The trophy will include all Extra-curricular activities. j.              Discipline. Discipline is an important aspect of grooming and personality development. Ultimate objective of this competition to give partial ownership of discipline to students so as to make them responsible and useful citizens of society. Institution will arrange sufficient number of booklets of red slips and green slips as per specimen given at Anx-E. Each green slip carries +2 marks and each Red Slip carries -1 mark. 1 x Green slip will be awarded on each institutional level achievement, administration appreciation, for most regular students (one in each class or more than one with equal scores), Neat & clean uniform observed during weekly dress inspection, blood donation, performance of excellent duties during PTMs, functions, helping junior students in road crossing, best performance in morning assemblies etc. 1 x Red slip will be awarded on breach of discipline, Late comer’s, for most irregular student, improper dress, throwing wrappers/ litters, making noise/ disturbance in the class, roaming out of class without pass or any other breach of discipline. The recipient of green slips will be appreciated in morning assembly while recipient of red slip would be guided/ counselled separately caring their self-esteem. Only members of ICC are authorized to issue green / red slips. House Discipline secretaries can only indicate breach of discipline by the students to the members of core committee. House appointments may guide / counsel their house mates on receipt of red slip and may cheer their fellows on award of green slip. Net weightage of the house will be determined by subtracting the total number of red slips from the total score of green slips. House first in discipline will be awarded discipline trophy.  Following marks will be counted towards championship:-

13.         Champions Trophy

Positions will be worked out by adding the marks obtained by each house in Academics, Co-curricular, Extra-curricular and Discipline competitions. In case of tie in any of the competitions, decision will be made by a committee nominated by the Principal. The students of Champion House will display the champions badge for the whole next year as per specimen attached at Anx-D. The certificates and medals for respective competitions shall be awarded at the termination of the event whereas the 4 x Event trophies (Academics, Co-curricular, Extra-curricular, Discipline) and CHAMPION HOUSE trophy will be awarded on Annual Result Day. The trophies may be named on the name of Prominent Alumni of that Institution.

14.         Bi-Annual Day

Bi-Annual day which is not the part of Extra-curricular competition, may be planned for the community education of students. Bi-Annual day will also be celebrated as investiture ceremony to award sashes/ badges of House appointments. The forecast of same will be developed by the regions as per their convenience and the forecast should be conveyed to the Directorate.

 

 

15.         Annual day (Cultural day)

Annual day will be celebrated in every institution twice a year. The investitures ceremony will be a part of Annual day. Parents will be invited on these days/ ceremonies. Badges/ sashes and trophies will be awarded by the Chief Guest. Prominent Alumni and other dignitaries may be invited as Chief Guest in consultation with RO/ FGEI (C/G) Dte. The events may include national and cultural songs, exhibitions, music and performing arts, etc. Variety show including dramas, skits, tableau etc may be included. students may arrange stalls of games, food and exhibitions. After the visit of Chief Guest to the stalls they will be opened for public i.e. students, parents & families.

16.         Conclusion.

Every student will be given equal opportunity to refine himself/ herself. Students should be guided and trained by all concerned for every competition so that they may shine in academics, Co-curricular and Extra-curricular areas, both in FGEIs (C/G) as well as in their future pursuits.
